  1. Background

    The Asia-Pacific Seminar on Climate Change has served as a regional vehicle for countries to promote confidence building by providing opportunities to exchange information, views and experiences on issues of climate change in a practical manner. As a joint initiative by the Australian Greenhouse Office, Government of Australia and the Ministry of the Environment, Government of Japan, the AP Seminar in such a unique format has been valued both by developing and developed countries inside and outside of the region.

    At COP13 and COP/MOP3 in Bali, Parties agreed on Bali Road Map. Toward COP15 and COP/MOP5 to be held in Copenhagen, it is expected that Parties to the UNFCCC and the Kyoto Protocol will negotiate and agree on many different issues on the table. To enhance effectiveness of negotiation toward an agreement at Copenhagen, it is important that countries fill existing information gaps by clarifying technical aspects of key topics on the negotiation table. At the same time, we have to consider how to enhance our efforts on mitigation and adaptation.

  2. Objectives

    The 18th AP Seminar will be organized to convene climate change negotiators to discuss major negotiation issues from a technical point of view, in order to promote understanding about them regardless of country positions in the negotiations. At this time, proposed issues to be discussed includes, but not limited to, as follows;
    • Science-based adaptation planning, and mainstreaming adaptation concerns into development planning and cooperation
    • Mitigation actions that are measurable, reportable and verifiable
    • Co-benefits Approach through such as CDM and ODA
    • Greenhouse Gas Inventories
